Check the species, source and finished product.
Animal hair is not one regulatory category. Establish the scientific species name, source country, wild or captive origin, processing and any blend components. Raw hair, processed loose fibre and a completed makeup brush can be subject to different conditions. A finished brush should not automatically be treated as exempt.
Export and import are separate checks.
China’s rules cover controlled wildlife species and products, including relevant permits and legal-source requirements. Your destination may have additional wildlife, animal-health or biosecurity requirements. CITES documentation, where applicable, does not replace every other requirement.
The importer may have responsibilities too.
In the US, commercial imports of FWS-regulated wildlife products can require the importer to hold a licence; specified domesticated animals have qualified exemptions. APHIS requirements need a separate check. Sales samples should not simply be assumed to qualify as personal-use shipments.
Do not generalise across regions.
Check the selected species against the destination’s current rules. Great Britain and Northern Ireland have differences; Australia uses BICON to establish import conditions. A clearance route for another country or another type of brush is not proof that your shipment is eligible.
Agree the evidence before shipment.
Identify which party will provide species and source records, processing information, applicable permits and declarations. Confirm the shipment with the relevant authorities and your import or customs adviser before sending samples or goods.
